　　To draft and enhance the local laws, regulations, policies and the other regulatory documents concerning environmental protection; to participate in the environment impact assessment of the major economic and technique policies, the major economic development plan, to be responsible for administrative penalty and reconsideration, the responses to litigations; to organize and promote the administrative executions and inspection concerning the environmental protection, communication experience in the legal system field ; to be responsible for investigate environmental protection policies ,cleaning up and compiling the laws ,rules, regulations, regulatory documents , to participate in the propagation , education and popularization on laws and decrees related to environmental protection; to organize the administrative training of environmental protection. Pollution Control Division

　　To undertake the administrative procedures concerning rectification programs on the urban and the rural environment, to be responsible for the supervision and examination of the environmental protection responsibilities implementation. To be in charge of motorized vehicles pollution prevention, to organize and popularize the clean production and to wash out the behindhand technical equipments; to organize and execute the environment protection institute such as the registration on the application for contaminant discharges and the issue of license for discharge contaminants; to implement the administrative procedures concerning rectification programs with specified time limits, controlled with the total and restricted discharge under allowed levels ,the issue for management of hazardous waste, the imports and exports registration of toxic chemicals, deputize execution for the administration; to join the related department in investing and dealing with the major pollution accidents and the transfer-regions and transfer-river basins disputes; to guide the municipal environmental supervision. Natural Ecological Conservation Division

　　To mange the municipal ecological environment of the major regions and river basins; to guide, coordinate and supervise the protection of the marine environment; to be responsible for the assessment and declaration of the municipal natural conservation areas; to conduct and supervise the construction of the municipal natural conservation areas, the ecological environment protection of the natural resource; to supervise and examine the environmental protection of various types of natural protection areas such as nature reserves, tourist attractions and forest parks, and protection areas of the drinking water source and the protection areas of the water source under the ground; to supervise and examine the protection of bio-diversity, wild animals and plants, wetland environment; to conduct and supervise the restoration of the mine areas and the damaged ecological conditions; to be responsible for the rural ecological environment protection, to conduct the construction of the municipal model ecological zones , the organic food and ecological agriculture ;to supervise pollution prevention of the agriculture, the rural water source ,and the water basins; to manage the environment safety of the biological technique.
